The Alliance for International AI Capacity Building (AI2CB) is launching in 2025 to support emerging and developing countries in harnessing the transformative power of AI. Our mission is to facilitate AI prosperity in these regions, ensuring a safe, trusted, and impactful integration of AI technologies. Our first phase will focus on data-rich tax ministries, helping them leverage AI for greater efficiency, accountability, and economic growth. Through an end-to-end support framework, we provide tailored programmes from design to implementation, with pilot projects spanning three months to three years.
Driving Responsible AI Through Collaboration
AI2CB embraces a triple helix approach, uniting government, industry, and academia to drive responsible and effective AI deployment. Through strategic partnerships, we combine cutting-edge research, policy expertise, and real-world application to ensure AI benefits are accessible and sustainable. Our collaboration includes Validate AI CIC, a leader in AI Assurance backed by Imperial’s Data Science Institute since 2019; WU – Vienna University of Economics and Business, advancing AI integration in fiscal authorities; a global network of experts dedicated to expanding AI accessibility in developing regions.
Implications for a Tax Administration of the Future
100 years from now, when future historians write how AI changed the world, the biggest impact will not come from automating jobs that are common now. This is because truly momentous changes are about doing new things, not doing old things better.
In that spirit, we propose additive AI, an agenda for adding new kinds of work by super-scaling the learning and distribution of expertise to benefit everyone—not just the well-off. Especially in knowledge-intensive industries, this will shift supply curves, dropping the price of expertise and increasing access.
For tax administrations of the future, this means spending less to collect more; for payers, it means fewer uncertainties and hassles to finding the personalised approaches to compliance that take full advantage of rules to pay in good standing whilst lowering tax burdens. Though ambitious, the additive AI agenda is both doable and desirable.
